I actually just had a breakthrough after I posted here. Our group policy disables windows firewall as we're in an isolated environment. I manually enabled the firewall service and then started it.
Lo and behold the search button now works.

It seems there's a connection between Firewall service and Cortana.

...Just out of curiosity, how do you set the GPO settings to disable your firewall?
I have mine disabled via GPO too but search still working.
